It's reported the device is pre-installed with ‘Chinese malware’ offered for free pending eligibility by US government. Cybersecurity company MalwareBytes published a blog post claiming that what is installed on a phone provided through US government supported funding is “appalling”. See comments.

EVERY MINUTE OF EVERY DAY, everywhere on the planet, dozens of companies — largely unregulated, little scrutinized — are logging the movements of tens of millions of people with mobile phones and storing the information in gigantic data files. The Times Privacy Project obtained one such file, by far the largest and most sensitive ever to be reviewed by journalists. It holds more than 50 billion location pings from the phones of more than 12 million Americans as they moved through several major cities, including Washington, New York, San Francisco and Los Angeles.
Anonymous sources provided the Times with a file containing a dataset from a single location data company that contained the 50 billion pings over several months in 2016 and 2017. With the data, Times reporters Stuart A. Thompson and Charlie Warzel were able to track numerous people in positions of power, including military officials, law-enforcement officers, and high-powered lawyers.

Private industry had the unfortunate high profile breaches to learn from and can take unilateral steps of prevention. Public sector has been and will continue to fall behind. Reason this type of thing hasn't happened more is not because IT staff are proactive, but rather the Robin Hood hacker philosophy. Not cool to go after kids and sick people, dude. If they've done no wrong but instead helps children and the sick, the "lulz" (aka amusement derived at the expense of your hack victim) isn't the same as going after big evil corporations for spite.
Often, these indiscriminate hackers are from other countries bent on showing off, no remorse or any other interest other than making a few bucks and drunk on power.
It would be like strealing cookies from the Girl Scouts because they could. These hackers or the types are known to the hacking community as sort of bored anarchists looking for lulz or in regular vernacular "a cheap laugh".
These would be those kids in class taking stuff too far, nevermind the irony but posers who come off as goth as projecting some sociopath alter ego.
The hacking community are as full of diverse cliques and different personalities just as any given High School student body. A fascinating and distinct subculture.
