According to the EU's definition, there is no such thing as a "search engine" for the simple reason that, by their definition, it is a practical impossibility for one to even exist.

In a nutshell, they describe a search engine as a service that would be expected to make the entire web searchable. Given that less than 1% of the web is searchable on Google, and that there are no other services that exceeds that, there are no search engines.

The European Union has adopted legislation which establishes that Google is not a search engine.
